Banks that received TARP monies should be FORCED to negotiate monthly payments with homeowners struggling to make payments, and if necessary, take a loss on the transaction; the loss could be used as a tax write off for the institutions. Adjustable rate mortgages should be made ILLEGAL. Government should mandate that instutitions all adjustable rate mortgages be turned into fixed rate mortgages at the lowest market rate possible at the time of these sweeping changes.
